The Competition Council of Bosnia and Herzegovina, at its 49th session held on 27 August 2026 in Sarajevo, adopted the following decisions:
A Conclusion on the termination of proceedings concerning the concentration notification submitted by Nova Ljubljanska banka d.d. Ljubljana, Slovenia was adopted.
The proceedings were terminated due to the withdrawal of the application by the party concerned.
Furthermore, by way of a Conclusion, the Notification of Intended Concentration submitted by Bingo Petrol d.o.o. Tuzla was rejected, as there was no obligation to file such a notification within the meaning of Article 14(1) of the Competition Act.
An Opinion was adopted following a request from the Federal Ministry of Trade of the Federation of Bosnia and Herzegovina regarding the Draft Decision on the Adoption of the Trade Development Strategy of the Federation of Bosnia and Herzegovina for the period 2025-2031.
Following an analysis of the provisions and substantive content of the Draft Decision, it was determined that it would not produce effects that could distort market competition or cause market irregularities. The adoption of the Trade Development Strategy of the Federation of Bosnia and Herzegovina falls within the regular competencies of state and entity authorities in defining development policies and strategic directions, while the proposed measures are not contrary to the rules on the protection of market competition.
An Opinion was also adopted upon the request of Optima Grupa d.o.o. Banja Luka concerning the obligation to submit a concentration notification.
In addition, an Opinion was adopted following a request from the Financial Information Agency (FIA) regarding the Draft Rulebook on Amendments to the Rulebook on the Conditions and Procedure for Granting Rights to Use Data from the Register of Financial Statements.
After reviewing the statements contained in the request and the provisions of the Draft Rulebook, which amends the existing Rulebook, it was concluded that it does not contain elements that could prevent, restrict, or distort market competition within the meaning of the provisions of the Law on Competition.
The Council also adopted the Decision on the Approval of the Public Procurement Plan of the Competition Council of Bosnia and Herzegovina for 2026.
