The Competition Council of Bosnia and Herzegovina, at its 35th session held on 15 October 2025 in Sarajevo, reviewed materials in the field of competition law and policy, as well as the internal work and functioning of the Competition Council.

Concentration is permitted in the markets of: production and processing of crude steel and steel products in the territory of Bosnia and Herzegovina; exploitation and sale of iron ore in the territory of Bosnia and Herzegovina; production and distribution of thermal energy in the territory of the city of Zenica; production, distribution and trade in electricity in the territory of the city of Zenica, and in the market of mediation in the trade of metals and minerals in the territory of the Republic of Croatia and the wider region.

The concentration will arise through the acquisition of shares in the capital of the undertaking “ArcelorMittal Zenica” d.o.o. and “ArcelorMittal Prijedor” d.o.o. by the undertaking “H&P” d.o.o. Zvornik.

At the request of the undertaking “Desinfecta” d.o.o. Sarajevo, an Opinion was adopted regarding the implementation of the public procurement procedure for disinfection, disinfestation, and deratization services as reserved procurement, in accordance with the provisions of the Law on Public Procurement of Bosnia and Herzegovina.

Within the remaining items on the agenda, a joint working group of the Competition Council of Bosnia and Herzegovina and the Public Procurement Agency of Bosnia and Herzegovina was appointed to implement measure 37.1. from the Public Procurement Strategy 2024 – 2028 on the implementation of special supervision in the event of possible collusion of bidders.

Also, the Temporary Public Procurement Plan of the Competition Council of Bosnia and Herzegovina for the period October – December 2025 was adopted
